Could your experience count towards a qualification?

A registered training organisation (RTO) can assess your prior skills and experience towards a qualification through recognition of prior learning (RPL). BLS helps you work out whether it is relevant to your registration pathway and map the evidence.

  • Review qualifications already held.
  • Identify qualification gaps.
  • Explore whether RPL could recognise existing experience.

The RTO decides RPL and qualification outcomes. BPC separately decides registration. RPL is considered where it fits, rather than as an automatic first step.

Start with what you already have.

01Your work outline
The work you do now and the work you want to take on.
02Your projects and responsibilities
Relevant projects and a clear account of your own role on each.
03Qualifications and referees
Qualifications you hold and details of people who can verify your work.

You don’t need a finished application before you speak with us. We help identify what is missing.

What if I don’t know which class I need?

That’s fine. Tell us about your experience and the work you want to take on. You don’t need to choose a registration class before speaking with BLS.

Can my trade experience support registration?

Your trade experience may fit a Domestic Builder (Limited) class. The relevant class, qualifications, project experience and technical referee requirements need to be checked together.

Do I need RPL before applying?

Not necessarily. It depends on your qualifications, experience and registration class. Understand whether RPL is relevant before committing to training.

Does BLS approve my registration?

No. BLS walks you through your application. The Building and Plumbing Commission (BPC) assesses it and decides registration. An RTO separately decides RPL and qualification outcomes.

What if I supervise or manage projects?

Victoria does not issue a site supervisor licence. The BPC class for managing or arranging domestic building work carried out by a registered domestic builder is Project Manager (domestic). That registration does not let you carry out the building work yourself, and it does not let you engage an unregistered builder to do it.

What if I already hold an interstate licence or registration?

Already registered or licensed interstate? Your current licence may be recognised in Victoria. Check the likely equivalent and any local restrictions first.

How do technical referee reports work?

Use BPC’s current online technical referee report process. Check the instructions for your registration class and confirm that your referees can verify the work and responsibilities in your application. Referees must meet BPC’s class requirements. Check current BPC guidance

Registering through a company or partnership?

If you want to sign major domestic building contracts, or be named as builder on a building permit, in your company's name, the company has to be registered as well as you. A company can only hold a class that at least one of its directors holds, and you must keep your own registration current for the company to stay registered. Every director completes a declaration and a national criminal history check.

Partnerships can't be registered. The registration belongs to the individual (or company) carrying on business as a partner, and BPC checks that every partner, registered or not, is a fit and proper person.

Individual and company registration explained

When is registration required, and what about exemptions?

Requirements depend on the work you carry out, contract value and any applicable exemption. Check the scope before relying on an exemption. Read the registration and exemptions guide

What about insurance?

Insurance requirements depend on the registration and work. Read the Victorian Home Warranty guide
